In general, it is always useful to have an ICC. There are many countries where it is mandatory and in the countries where it is not mandatory it is often easier to have one in with collisions, insurance and diligent officials.
The Netherlands
Mandatory for motor boats shorter than 15 meters, which can sail through the water faster than 20 kilometers per hour. These include watercraft and jet skis. An ICC is also mandatory for pleasure crafts with a length of 15 to 25 meters.
Finally, an ICC is also mandatory on certain ships that are used commercially with a length between 15 and 20 meters. For example, certain cruise ships on designated waters, non-resilient ferries, tugs of pushboats shorter than 20 meters, pushing a ship shorter than 20 meters.
Germany
Required starting from 5 PK engine power, on the inland waterways. The ICC is not necessary on the German Mandatory, Kieler Channel and Baltic Sea.
